epitonic.com has a lot of up and coming bands with 1 or 2 sample songs per album.

free songsIf you go on last.fm and sign up, you can listen to whole tracks on demand for quite a few bands. More are getting added all the time. There's also the radio/tags where you can listen to them.
iTunes has a free song every week. They're not always good, but they can introduce you to new bands.
